SED has received Public Records Act requests for three documents related to the Kem incident, which are
attached to this email:

-An analysis by PG&E (the title begins Kern Power Plant...) -An analysis by Cleveland (the title begins Conf -
RCA Report...) -The Bureau Veritas root cause analysis (the title begins PGE Kern Power Plant...)
PG&E submitted the first two analyses to SED under PU Code Section 583. SED asks that PG&E review these
documents and notify us of any proposed redactions to the documents.
PG&E did not cite Section 583 when submitting the Bureau Veritas root cause analysis to SED. Nevertheless,
SED asks that PG&E notify us if you request any redactions to the Bureau Veritas document. At this time, the
only redactions SED is planning for this document are the names of the workers involved in the incident. (We are
still reviewing the other two documents.)

Charlotte,
As you requested, attached is a redacted version of the SED investigation report regarding the Kem Power Plant.
The only confidential infonnation PG&E proposes to redact are two percentage figures noted on the top of page
11. PG&E considers the bids and weighting selection criteria from the competitive solicitation process to be
confidential. I therefore redacted those two figures in the attached report for your review.
The SED report also refers to a number of source documents that contain confidential information. We assume
these source documents are not being made public at this time and we have not reviewed them to identify
confidential information that should be redacted in the event they are made public. If SED intends to make any of
the supporting documents public, please let me know so we can start the process of also reviewing them for
confidentiality.
